Ex-IAS officer files plea in Patna HC against Anand Mohan’s release

By Aditya Shrivastava: Hours after Bihar’s convicted former MP Anand Mohan was freed from jail, a former IAS officer filed a PIL in the Patna High Court challenging the release through amendment made in the prison manual.

Former IAS officer Anupam Kumar Suman filed the PIL against Anand Mohan’s release on Thursday.

“I have filed a Public Interest Litigation in the Hon’ble High Court yesterday, challenging the dangerous amendment in Bihar which has given relaxation to the convict in the murder of a government servant. I hope that justice will be done and the rule of law will be established. Satyameva Jayate,” said Anupam Kumar Suman while taking to Twitter.

Anand Mohan walked out of jail early on Thursday morning. He was convicted in the 1994 murder of IAS officer G Krishnaiah and was serving a life sentence in the case.

The Nitish Kumar government on April 10 tweaked prison rules to facilitate his release. The Bihar government officially issued the notification to release Anand Mohan on April 24 evening, including the names of 27 prisoners to be freed.

WHO WAS G KRISHNAIAH?

G Krishnaiah hailed from Mahabubnagar in Telangana. He belonged to a poor Dalit family and was said to be one of the most honest bureaucrats. He died in 1994 after being attacked by a mob led by Anand Mohan.

Uma Devi, wife of G Krishnaiah, has appealed to the President and PM Modi to intervene in the matter.

IAS OFFICERS’ ASSOCIATION EXPRESSED ‘DEEP DISMAY’ OVER ANAND MOHAN’S RELEASE

A group representing central civil services officers expressed “deep dismay” at the Nitish Kumar-led Bihar government’s move to tweak prison rules that set free Anand Mohan, saying it “tantamounted to denial of justice”.

In a statement, the Indian Civil and Administrative Service (Central) Association said the Bihar government’s move “leads to erosion in the morale of public servants” and urged it to reconsider its decision.

“The Central IAS Association expresses its deep dismay at the decision of the state government of Bihar to release the convicts of the brutal killing of G Krishnaiah, IAS, former district magistrate of Gopalganj, by a change in classification rules of prisoners,” the statement said.
